C1. Planning Statement
The Planning Statement is a document explaining the context and need for the development and an assessment of how it accords with national, local and regional planning policy. It sets out the consultations and discussions that have influenced the application. In particular it traces the evolution from the original application, together with a programme for delivery.

C2. Design Code
The Design Code has been completely reformatted and is a tool to enable the implementation of the Master Plan. It re-affirms the issues of hierarchy in the layout as well as elaborating on the architectural idiom, detailing and landscaping proposed for Aylesham.

C3. Environmental Statement Non Technical Summary

This is essentially a non-technical summary of the full Environmental Statement which addresses the issue of how the proposed development would be likely to affect the environment.
The summary scopes the proposed development and then describes the Environmental Impact Assessment process itself before looking at the existing environment in and around Aylesham and the likely areas where the development might have significant impact.

C4. Environmental Statement
This is the full Environmental Statement to accompany the hybrid application. The Environmental Statement includes an assessment of the predicted effect of the proposed development focussing on the requirements of the E.I.A. Regulations and those effects that are likely to be significant. The contents of the E.S. have also been designed to reflect other requirements of the E.I.A. Regulations as well as good practice.

C5. Transport Assessment Executive Summary (inc in TA also)
The Executive Summary sets out the basis on which the T.A. has been developed with emphasis on the manner in which it relates to the proposed development at Snowdown Colliery and the impact that the proposals jointly will have on the local network and off-site highway network. The summary reviews the developers’ proposals which will improve the sustainability of the village and examines the Market Place traffic and parking arrangements before drawing conclusions.

C6. Transport Assessment
The T.A. reports on the existing and proposed highway network before considering planning policies and how they impact and inform the assessment. It then looks critically at existing sustainability and proposals for improvement. The technical traffic analysis follows before a summary and conclusions, and the appendices contain a range of plans and other documents.

C7. Infrastructure Statement
This document takes as a starting point the definition of the infrastructure from the Dover District Local Plan 2002 which includes not only physical infrastructure but that which may be important to the future wellbeing of the expanded Aylesham including amongst things affordable housing. The document considers how the application responds to each of these areas of consideration identified in the S.P.G. together with a group of other issues.

C8. Sustainability Appraisal
This document aims to identify how the principles of sustainability have been incorporated into the development proposals. It first looks at the site and context and then identifies 15 objectives to be examined based on accepted external criteria. These objectives are then analysed and individually scored with a system of 7 categories from Major Impact through to Uncertain.

C9. Framework Management Plan
This plan sets out the aspiration for achieving a paradigm shift in the quality of the management of the Public Realm in both the existing and new parts of the village in perpetuity. The purpose of this report is to examine the basic proposition in terms of the proposed levels of income and expenditure in order to establish whether such an approach is viable. The report then proposes the next steps involved in this process which cannot be concluded until a decision to grant planning position is made.

C10. Leisure Needs Study
This study carried out by Capita Symonds assesses the demand for sports and leisure facilities and concludes how these can best be met by the development proposed at the Welfare Sports Ground and for which planning permission has now been granted. It examines the funding models and informs the proposed developer contribution to these proposed facilities.

C11. Open Space, Sport & Recreation Strategy
This strategy examines in detail the existing and proposed Open Space within the village and establishes that the quantum of provision exceeds the statutory requirement. It then examines in detail existing areas for play and sport and concludes how the proposal meets national and local policy requirements.

C12. Employment Paper
This document considers the existing employment opportunities in Aylesham and considers future employment prospects with, or without, additional employment opportunities at Snowdown Colliery site. As well as analysing the location in relation to surrounding employment areas. It identifies specifically local opportunities as a result of a survey of all of the existing local employers. The report has been prepared in conjunction and endorsed by Locate in Kent.

C13. Statement of Community Involvement New document
This S.C.I. has been prepared in accordance with Dover District Council Validation procedure for major developments and the council’s adopted Statement of Community Involvement (2006). The paper reports on the wide variety of meetings conducted throughout the development period of both the original and the revised application (some 28 meetings in total) with various community members and groups.
All of these meetings have informed and advised the development of the revised application. The report also identifies the way in which the revised application has had regard for each of the letters of response received in respect of the original application.

C14. Outstanding Matters Document
In response to the original application the council prepared a schedule of outstanding matters. This schedule is included with the supporting documents for the revised application and clarifies the applicant’s response to each of these points and how they have been addressed in the revised application.
